The Isles Minister for Finance, Mr Omar Yussuf Mzee
AS Zanzibar introduces Performance-Based Budgeting (PBB) system, the Isles Minister for Finance, Mr Omar Yussuf Mzee, has said that it is important to understand the new method.
Mr Mzee said in a speech read on his behalf during a meeting to discuss PBB in Zanzibar that the system started as a pilot in six ministries in 2012/2013, recording success and now it is set to be applied in all ministries.
Speaking on behalf of the Minister, the Commissioner of Budget, Mr Mwita Mgeni Mwita, said the PBB system was tabled in the Zanzibar House of Representatives in 2014/2015 fiscal year and now ready for implementation. “During the PBB pilot project, it was mainly groundwork,†Mr Mwita said.
The PPB is the budget that reflects the input of resources and the output of services for each unit of an organization.
At the meeting held in Stone Town, Mr Mwita said PBB aims to improve the efficiency and effectiveness of public expenditure by linking the funding of public sector organizations to the results they deliver, and making systematic use of performance information.
